  What are the spec files for Directory D and the Suppliers S1...Sn?

That's for you to decide, as long as they provide the services outlined in the
project page.

  Should each Supplier have the same spec file as all the other Supplier, or
  can the spec file for a Supplier be different from the spec files for other
  Suppliers?

That's for you to decide, although you should probably think hard about whether
you want to have different spec files for different suppliers.
