  If the cards given in input are not unique, should we give an error message
  and exit or should we continue with the game?

I'm not understanding this question. If the cards aren't unique, what possible
alternative is there to declaring an error?

  Should we look for a move after dealing each card or should we start looking
  for a move after dealing all the cards?

You can do whatever you determine solves the problem.

  The first nonblank line in input is the sequence dealt. Is the rightmost card
  is first card dealt or left most card is first card dealt?

Leftmost is first dealt.
