Currently the two types of distortions which are possible are the constant
translation and the scaling. Is there any other distortions possible like a
clipped output, for example an output in which some of the upper portions of
  a character is removed?

No.

Can the constant scale 's' take negative values?

No.

Is the requirement of generating multiple outputs (eg R K P), in case the
program can't decide the best character, still valid?

Yes.
