Correct.

  Is gen-chars is providing a fourth twist: in addition to the 3 distortions
  mentioned in the assignment, is it shuffling the strokes so that stroke 1 of
  a trained letter will not necessarily correspond to stroke 1 of the unknown
  letter?

Yes. I didn't consider that a transformation because it doesn't change
the strokes themselves (that is, it doesn't change the shape of the letter).
