  If a letter has, say, 14 coordinate pairs in a stroke in the training set,
  will it always have 14 coordinate pairs in that stroke in the unknown?

Yes; the number of coordinates in each stroke will not vary. But, I'm in the
process of adjusting the training set so that each stroke has the same number
of coordinates (say 14).

  2. Will the strokes be given in the same order in the recognition set as they
  were in the training set? I mean, if the 'E' is delivered as the upright,
  then the four horizontals from top to bottom in the training set, will the
  unknown 'E' come in the same stroke order?

No; you'll get a permutation of the strokes (which includes the same order as
the training set).

  Will the unknown recognition input always be an actual letter or does the
  possiblity exist for 'garbage' input?

No; it will always be some letter.
