  Do all of a program's blocks need to be read into memory before that first
  program is loaded?

You probably want to review the third sentence of the first pargraph of the
Loading Programs for Execution section of the assignment 1 page, the sentence
that begins "The program's disk-block contents must ...".

This constraint will be removed when you add virtual-memory management to your
os.
