  I'm questioning the validity of the statement

    A link is described by an anchor tag, which has (for our purposes) the
    syntax

      < a href = "URL" >

That's a tough thing to do, for a couple of reasons. First, the weasel words
"for our purposes" gives me freedom to declare anchor tags as being purple and
strawberry scented if I felt that it was important to do so.

Second, I've made clear over the semester in class and through e-mail that the
ability to recognize and parse correct HTML tags is not a significant, or even
interesting, objective of the assignments. I admit I've defined an
unrealistically simple syntax for anchor tags so that working on the
assignments will involve other, more relevant matters than parsing HTML tags.

Do not, however, confuse irrelevant with unimportant. Even though I don't want
people to obsess over HTML parsing, I do expect them to care enough to get it
right, and to keep working on it until they do get it right, which is
something, after grading assignment 4b, people are still not doing.
