The Monmouth University Emergency Action Plan consists of emergency and evacuation procedures, chemical spill procedures, accident procedures, and first aid procedures.

Introduction:

This plan has been developed to comply with the OSHA Hazardous Waste Operations and Emergency Response Rule 1910.120 (q), and 1910.38(a). This plan has been designed to minimize hazards to workers at Monmouth University. In the event of a fire, chemical spill, or other accident, Monmouth University employees will follow the procedures below and will evacuate from the danger area.  Employees are not permitted to assist in handling the emergency except as specified in this and referenced plans.

This plan applies to:
a. Fire Emergencies
b. Chemical Spills
c. Accidents and First Aid

Fire Emergencies:

The Monmouth University Evacuation Procedures outline the procedures to be followed for evacuation students and employees from a campus building in the event of an emergency. The University Police must be notified immediately of such situations at its emergency number x3499 or x3472. The University Police will notify the local fire department when appropriate to respond to fire and other emergencies on campus. The Evacuation Procedures, at a minimum, shall include the elements listed at 1910.38 (a) and (b) and shall be reviewed annually and updated as necessary.

Chemical Spill Procedures:

In addition to the Evacuation Procedures above, specific chemical spill response procedures to be taken in the event of a chemical spill have been developed and are included in the Monmouth University Chemical Hygiene Plan for:

a. The Edison Science Building
b. Indoor Pool Chlorine Room
c. Wilson Hall (Basement) Duplicating Room
d. Facilities Management Building

Hazardous chemical spills or leaks outside of those described in the Chemical Hygiene Plan, for which specific in-house response procedures have not been developed, will require the assistance of outside resources. Monmouth University does not have personnel trained to respond to the clean up of hazardous chemical spills or leaks, except for the specific response procedures developed in the Chemical Hygiene Plan. The appropriate Chemical Hygiene Officer (CHO) will be responsible for complying with the specific requirements of his/her plan to include training, personal protection equipment, MSDS, chemical inventory, and annual update of their plan.

In the event of a chemical spill, unless otherwise specified, employees and students must evacuate from the danger area in accordance with the University Evacuation Procedures. The individual(s) who caused, witnessed, or discovered the spill is responsible for prompt notification to the University Police at x3499 or x3472. The University Police will follow the procedures listed below.

Accidents and First Aid:

In the event of an accident or incident requiring medical assistance, immediately notify the University Police at x3499 or x3472.

Pre-Emergency Planning and Coordination with Outside Agencies:

The following are the ways in which Monmouth University will work with external emergency response authorities in the event of a fire, chemical spill, or accident requiring outside assistance:

Chief Thomas P. Zambrano, is designated as the University’s Project Team Leader for emergency situations. Chief Zambrano is responsible for coordinating all emergency response activities with outside agencies.

A list of all persons at Monmouth University who are qualified to act as Emergency Coordinators in the absence of the Project Team Leader will be developed. At least one person will be present in the facility or on-call at all times who can act as an Emergency Coordinator. This list will be maintained at the University Police Headquarters and updated as changes occur.

The Project Team Leader will act as a liaison with the following external emergency response authorities:

Personnel Roles, Lines of Authority,Training and Communication:

The following outlines the roles of key emergency response personnel at Monmouth University to include lines of authority, level of training, appropriate response, and methods of communication during an emergency:

Project Team Leader: Chief Thomas P. Zambrano will coordinate emergency response operations at Monmouth University. He will assume control of the incident scene until relieved by external emergency response authorities. He will act as a liaison between Monmouth University and external emergency response authorities during an emergency.
The Emergency Coordinators will perform all the duties of the Team Leader in his absence.
The University Compliance Officer will be the contact person for employees and outside agencies who have questions about emergency response at Monmouth University. The Compliance Officer will provide a copy of the Emergency Action Plan to employees upon request. The Compliance Officer will coordinate all training requirements, reporting requirements, contacts with outside agencies, and overall administration of the Emergency Action Plan. The Compliance Officer will conduct and record critiques of all response.
The Team Leader, Emergency Coordinators, and the Compliance Officer shall receive training equal to the first responder operations level, and in addition have competency in the following areas: 
know and be able to implement the Monmouth University Incident Command System
know how to implement the Monmouth University Evacuation and Emergency Action Plans
be familiar with the University Chemical Hygiene Plan.

Site Security Officers:

These are individuals who, because of the nature of their job, may come across a chemical spill or leak. These individuals will be trained to know the emergency procedures, evacuation routes, and phone numbers of the Team Leader. They will be responsible for notifying authorities in the event of an emergency. These individuals will be capable of securing any area where a spill/leak has occurred. These individuals will know the procedures for evacuating the area. These individuals will be responsible for allowing only trained/authorized personnel into or near spill/leak areas. These individuals will wait just outside the warm zone in a safe area.

These individuals will be trained at the First Responders Operations Level. Following is a list of job positions which will require training to be able to respond to spills/leaks at the Operations Level. Individuals in these positions are likely, because of their positions, to witness or discover a hazardous substance release and have been trained to initiate an emergency response sequence by notifying proper authorities and take no further action. These individuals will receive initial training upon initial employment with the University and refresher training annually. A list of individuals trained, dates of refresher training, and an outline of the training program will be maintained in the Office of Affirmative Action, Human Relations and Compliance.

Emergency Recognition and Prevention:

The Monmouth University Hazard Communication Program requires:

1.  Every container at Monmouth University to be labeled in accordance with OSHA and New Jersey Right-to-Know container labeling;

2.  All employees in job positions listed below to be trained to interpret hazard warnings on labeled containers;

3.  These employees to also be trained in the interpretation of MSDSs;

4.  MSDSs and an inventory list to be kept on file in the department using the product/chemical and a master file at the Monmouth University Police Department Headquarters Building;

5.  MSDSs to be readily accessible to all employees;

6.  Exposed employees to be provided Haz Com Training and training by their supervisor about the known hazards in their work areas;

7.  Annual refresher training of sufficient content and duration to maintain competency in this area if new hazards are introduced into the work area; employees will be given training about these hazards before working with them;

8.  When Personal Protective Equipment is required, authorized employees will be trained in its proper use and maintenance;

9.   Standard operating procedures for proper handling and storage of hazardous substances have been implemented and are enforced as a method of emergency prevention.

Critique of Response and Follow-up:

The Compliance Officer will perform an evaluation on the "performance" of employees involved in an emergency situation or simulation of an emergency situation. 

This Emergency Response training should include a simulation or detailed discussion of an emergency that could potentially happen at Monmouth University.  After this simulation or detailed discussion, the performance will be critiqued and suggestions made for improvement.   The same type of follow-up meeting will be held after any emergency situation covered by this plan at Monmouth University.

Annual Review:

This plan will be reviewed and, when necessary, updated annually.
