Let a reservation frame contain r bits and a data frame contain d bits. The total bits sent for one go-around of the reservation frame is r + nd where n is the number of data frames sent, and the number of useful (non-overhead) bits sent is nd, for a utilization of nd/(nd + r). If d >> r (by a factor of 10, say) than even for small values of n the utilization is near 1.
