Should a group submit one assignment for the two group members?

You probably want to review the group turn-in paragraph in the group section in
the turn-in page (which can be found at the top of the assignment page), the
paragraph that begins "Any group member may..."

We haven't been able to agree on a starting point, nor on the specifics, of
  what the assignment entails.

Groups are good for reaching these kinds of agreements: each faction goes off
to work on their preferred approach, then gets together to figure out who's got
the best approach.

A more thorough explanation of the requirements would be appreciated.

Sure, but without any context I'd just be fiddling with words here and there,
which probably won't address your questions (and I'd be making changes to
explanations I found unclear or confusing, which probably wouldn't be helpful
to you). What in particular needs more explanation? What question do you need
resolved but find yourself unable to answer (keeping in mind that there are
many questions I expect you to work out for yourself)?
