  Do we have to make an editor sort of a thing for the client side?

You have to implement the client-side api given in the project description. It
is in your best interest to test your api once it's been implemented; how you
test it is up to you. Using the api in an editor is one possibility, although
it seems like a lot of work to me; a simple, ftp-like get-put-list kind of
utility seems like less work and more to the point.

  As for working on the code in school, which web server can we use to test as
  we work?

You can use whatever you want, but it's in your best interest to make sure you
don't deviate too wildly from the set-up I'm going to use to test your code.

  The files (created/updated/Read) will always be under the public_html or it
  can be any directory on the server side??

The choice is yours; you can do whatever you want, although again it's in your
best interest to make sure you do something I can easily reproduce. For
example, don't hard-code the file directory to be something under your home
directory; I can't get access to that.
