  In one stroke if the x1 y1 cordinates are 10 in the traning set so when the
  same character generates the x1 and y1 set will be 10 or it can vary any
  number?

The training set does not change (this is another simplification). If (x1, y1)
is (10, 10) in a particular stroke for a particular character in the training
set, then (x1, y1) will always be (10, 10) in that particular stroke for that
particular character in the training set.
