The instructions given on the 3a assignment page for setting the lynx http
proxy are wrong: you have to specify the proxy with a uri. For example,

  $ http_proxy=http://localhost:10305 lynx www.monmouth.edu

This is not like most other browsers, which just require a host:port to set a
proxy. The assignment page has been updated. Apologies for the inconvenience.
