It has been pointed out to me that I can't even implement my own assignments:
the tty copy disk and os2 assume that tty write data starts with a count, but
only the tty read data starts with a count. As assignment 2 clearly indicates,
tty write data starts with the first character to write.
Both the tty-copy disk and os2 have been updated to implement tty writes
correctly. Apologies for any problems this has caused.
